On PowerPoint for the web, Design Ideas are available to everyone. On desktop versions of PowerPoint, only subscribers get design ideas. I have a Personal Office 365 subscription that allows me to have Word 2016 on one computer. Design Ideas are only available to Microsoft 365 subscribers.
